During ICES Annual Science Conference which took place in Bergen, Norway on 17.-21. September 2012, there was a special theme session dealing with experiences and initiatives fisheries management and advice have developed to counteract overfishing.

Among the many contributions that were delivered, a Norwegian paper was presented outlining the main features on how Norway has approached this issue since the collapse of the Norwegian Spring Spawning Herring stock in the late 1960's.

The paper has been authored by a group of scientists and managers with long experience from Norwegian fisheries management.
